Abstract Japanese rural revitalization strategy is composed of three main policies such as rural community business, collaboration of agriculture, commerce and industry, and food industry cluster. Besides of the main policies local food system, nutritional education and promotion, and green tourism are also important factors to encourage the rural development. Rural community business brings non-profit value as well as profit. Several women can operate small farm restaurants or ethnic agro-food plants. Farmer¡¯s market is very good place for small sized old farmers to sell their agricultural products. Many women and old farmers feel happy to communicate with neighbors and consumers. Also rural community business can help to preserve the rural culture and  traditional food. By the collaboration of agriculture, commerce and industry, agricultural products can be processed to valued food products under the support of manufacturer's technology, and can be sold in the markets by retailer's cooperation. Universities and institutes in rural area take part in developing agro-food products, and local government sets up law and subsidy. Food industry cluster focuses on enhancing competitiveness of local agro-food industry by collecting similar food processing plants and organizing related sectors, for example, farmers, food processors, retailers, universities, institutes, and local government. The solidarity and network of relevant sectors are expected to increase productivity, to accelerate technological progress, and to create new business.
