Abstract The South Korean government has been developing a National Food Cluster in Jeonbuk Province since 2008 to lead
the development of regional small scale food industries, and to expand R&D capabilities within the food industry.
In this complex, a Food R&D Research Center and other supportive facilities will reside and be expected to serve
as a hub in the development of the South Korean food industry clusters. To develop the food industry in the
Gangwon Province, various differentiated clusters should be implemented with unique items and functional
ingredients based on the regional characteristics. Four types of clusters were suggested, such as item based cluster,
functional cluster, traditional food cluster, and local food cluster. Also, by interconnecting a vast tourism
infrastructure and bringing tourists into local food industries, the food industry range might be expanded and produce
a synergistic effect from mutual complement relationships between tourism and food industries. For example, food
tourism, the local food system, and green tourism functions may all be stimulated. Traditional and local food should
be differentiated by not only its quality and functionality, but also in design as well, and this requires advanced
technical support. To achieve this, it needs to install a Food Development and Technical Support Center (FDTSC)
within the Gangwon Province Agricultural Research and Extension Services.
