Abstract In this paper, we address the plan for the value improvement and sustainable development of the agriculture and rural community under the change in the internal or external environment and policy paradigm. It is clear that the synergy is amplified when the two-track approach based on the national ICT support in agricultural fields and new and innovative minds in rural areas is taken. Comprehensively and systematically, agriculture should be innovative in terms of various fields such as production, process, marketing, and organization. Agricultural ICT convergence is developing with respect to scaling up, lessening labor, stabilizing, and succession to know-how. Its ultimate purpose is to create new added value and jobs. The restoration of the rural community is a very significant part of promoting the sixth industries. The key point of the agricultural value innovation is to utilize local resources and link the rural multifunctionality to the green business. For the correct value innovation of the sixth industrialization, the systematization of production should be predetermined. It is very important not only for the central government to provide technology and funds, but also for the local governments to play a role as a coordinator, develop new products, and aid in safety management.
